How to calculate/find the water cement ratio of concrete?

Solution:
Say, the work volume is 100 cft with the ratio of 1: 1.5 :3.

at first we need to estimate the materials quantity.
So,
The ratio total=1+1.5+3=5.5
Dry volume of work= 100 x 1.54=154 cft

Cement = 154 x 1/5.5 = 28 cft / 1.25=22 bags
Sand     = 154 x 1.5/5.5 = 42 cft
C.A       = 154 x 3/5.5 = 84 cft

Required water   = 30% of cement+(5% of CA+FA) 
                           = 30% of 28+5% of (42+84)
                           = 8.4+6.3
                           = 14.7 ltr.
So, The Water Cement Ratio = Weight of Water/Weight of Cement
                                               = 14.7/28
                                               = 0.525
∴ Water Cement Ratio 0.525
